How do I create campaign to offer 5% off coupon for mailing list sign up?

On the New Campaign page of your Setup tab, select the viral email list builder promotion. Then to have the coupon code given to user only if user confirms the opt-in sign up set this coupon code in the custom acknowledgement message field on the "Edit Terms" page of your campaign set up flow. With this setting, after users sign up and confirm the opt-in subscription, they will see this coupon code.

If you want to have one time use coupon code then you can have the mailing list sign up as part of points reward promotion and offer users points for opt-in confirmation that make them eligible to get rewards from a tier that offers 5% off coupon. While defining this reward tier you can fill in the multiple one time use coupon codes that you want to share with users.
